Even if you could get it through (zero chance), you'd have PACS buying up parcels of land in Mississippi and selling 1/82nd an acre for $1 with the fees being paid by same PAC in order to gain eligibility for Dem voters.

It's a pretty stupid qualification to be honest
If someone makes 150K a year and pays plenty of taxes but prefers to rent for mobility reasons you think they shouldn't be allowed to vote?
