That's because they are constantly changing numbers, and/or duplicating actual people's numbers. Therefore, there is no way to track them down and enforce the rules. The block feature on cell phones is great.

Sure there's a way. If the agency/agencies that our tax dollars funded actually wanted to enforce this all they'd have to do was accept the call from a number that was on the do not call list, provide a bait identity to the company and eventually during the investigation the company would have to reveal itself and boom.....fine the hell out of one or two of these companies and publicize it. The others would get the hint and the calls would stop very quickly. Since the violations are so rampant it would be extremely easy to do. But then that would actually solve the problem and they'd have to stop taking so many tax dollars to 'regulate' this sort of thing. Not trying to go into conspiracy theory mode but they'd be better off creating calls than actually stopping them so they can legitimize continuing to take tax dollars. Not saying that's the case but you can't claim there's 'no way to track them down'. We literally have tax funded agencies dedicated to do this very thing.
