In 1977, the federal government shut down THREE TIMES in one year while Dems controlled the White House (Jimmy Carter) and both houses of congress. It happened two more times while Carter was president and just the next year, while Carter was still in the WH and both houses of congress were majority Dems, the government shut down for 18 days.
