I'm honestly pretty floored that Mayor-Elect Cantrell would fall victim to such an oversight, given her illustrious pedigree (BA-sociology from Xavier-NOLA, and Executive Management certificate from Harvard's Kennedy School of Government).

I think a few of the council members knew exactly what they were voting on and others followed because on the surface it was about not doing business with “oppressive groups”. I can’t see someone like Stacy Head voting for this if they knew why and who wanted it passed.
