largest city in the state for a day or two justify investing in equipment to keep roads passable.

This happens all over the south in cities that create a lot more value than BR. So I'd say the answer is no. It's not like this happens every year.

Probably nothing. If anything, you're probably saving money by having the lights off at all the government offices. Pretty much anything in BR actually producing money (plant baws?), is still operating.

I don’t believe this captures the lost wages of workers that translate into income/payroll taxes & spendable income that generates sales tax revenue.
