If he did not say it, then why did it take more than 12 hours to deny it?
When asked about it why was the White House spokesman's response "President Trump's will always fight for the American people".
Trump is doing an about face because advisors and parts of his base (evangelicals) are telling him how stupid those comments are.

There is a team of people who deal with issues like this... The official WH staff original response was the opposite of a denial... They would not respond without Trump's blessing.
He is walking this back because he realizes it doesn't play well with parts of his base... Or one of his advisors convinced him to walk it back.

Just fyi.....Norway is the 6th wealthiest country in the world. 60% of Haiti's population lives below the poverty line. This might have something to do with why it is a safer bet to take Norwegian immigrants. Also may have something to do with why one might consider one less shitholy than the other. Nothing I put above mentions race. So...assume away!!
