When my windshield is reall6 dirty I clean it with Barkeeps Friend or something like that. Then I follow with two coats of Rain X. Then I can drive 75 in the rain if the arseholes stay out of the left lane.

Depends if it's etched in the glass or not. Try vinegar mixed with water first. If it's etched then you'll need a glass polish.

I've used it for years. I don't apply it by hand, even though the instructions says it can be, so I have no clue how it works with regards to that. But it'll cut through any water spots on glass with a DO buffer.
