He took this pic as retaliation and she only learned about it after the tour was over.
You can debate the terminology all you want but it's an absolutely shitty thing to do. At bare minimum, it's sexual harassment.

I'm also ok if we want to say "we don't want grown men acting like this as senators" while also saying it's not really sexual assault
