His governor is “Brave Sir Robin”, Mark Dayton, who famously flipped out and fled his DC office after some sort of terror threat that no one else took seriously.

This. They are willing to sacrifice Franken because they know they will get a Democrat to replace him. They want to set the standard - if accused, you resign. Then they'll get Roy Moore, and on to President Trump.
This is a medium term game. They want to set the bar and use it to get rid of key Republicans.
