Abe had said he needed a new mandate to tackle a "national crisis" from North Korea's missile and nuclear threats and a fast-aging population, and to approve his idea of diverting revenue from a planned sales tax hike to education and child care from public debt repayment.

This has been in the works ever since 2014, and coincided with Japan promising 200 million to fight terrorist groups in the ME. Here is a good article about the passage of bills in 2015 which expanded the SDF's possible role in future conflicts. LINK
This has been a long time coming, and with threats in Korea and the South China Sea, I'd imagine that other SE Asian countries will watch what Japan does very closely.

It's expected, but still a positive development. Changes to article 9 of Japan's constitution have been bandied about for years, and really picked up steam in 2011-2012. It's been a cornerstone of Abe's ambitions for years. Hope it comes to fruition, but a lot of what happens up front will be largely symbolic.

This is a good thing. The Japanese need to be responsible for their own security. Relying on others is unhealthy, and leads to bad decisions. They should have to make he hard choices for themselves.

Banzai just means "Yeah !" "Hurrah!" etc. in Japanese. We did it at all our company meetings when I worked in Japan. Even the Westerners. It's not exclusive to war or Japanese zero pilots etc.

It depends on the setting . In a business meeting it means “ Hurrah” , and to a soldier it is a war cry . It literally means “ ten thousand years” as in May you live ten thousand years. It’s not inherently war - oriented.
