Also, Lamar Alexander contradicts himself. Claims this "deal" allows states to relax some coverage mandates/regulations and allow catastrophic plans to be purchased, but then says later that the deal does not allow states to alter essential benefits mandate.

The bill removed the age limit on catastrophic plans, it is currently 30. Allowed some more state flexibility under the ACA 1332 waiver program, streamlined approvals, and longer waiver length.
