With pretty much every superstar taking less than max money, you don't think it is a credible threat?

Who is turning down max money? I'm genuinely curious

Are you referring to the handful of old star but not superstar players that no team wants to give a full max so they "just" got near max money on shorter deals? Or maybe you think KD taking a little less on a short deal to ensure another ring is a widespread thing? Because it's not. Most guys are not taking less money and after Boogie lost $50 million by being traded, I assure you that he is not going to take a paycut to play with Wall instead of AD and Rondo.

Which stars, in their prime, took less than the max? KD is the only one that I know of.

Even if Cousins took 5mil less than the max, the Wizards would have to get off of Gortat, Mahinmi, and Morris, not to mention every non-guaranteed contract they have. That would not be an easy feat. If they are wanting Cousins, they'll have to trade for him.

Also, you mentioned Morey earlier in regards to making moves without cap space. He actually failed to make the Melo move this offseason because he couldn't get off of Ryan Anderson's contract.
