Because the Louisiana prison population is majority black, what he said is incidentally a bit racist.

With that said, I wish we would end the racist conversation right there because it’s a useless distraction.

He said the new plan to release non violent, high performing, well adjusted prisoners from the Department of Corrections was bad because it meant that “good” prisoners would be released, and that’s a problem because we need them in prison for the free labor they provide.

Race is a red herring. That’s fricking horrific all on its own.

If you let the good prisoners out the bad prisoners won't have positive role models to look up to

That's how I interpreted it.

Think about it. Most likely, prisoners who behave themselves and work on projects to completion are usually civil enough to return to society with a little oversight.

They are "good" in that they will be workers and adjust. The sheriffs don't like to lose them since they are free labor and less likely to be trouble in the jail.
