How does a public records request work when they omit things like this?

About 20 or so hours are missing and those are the most critical. Did City Hall give an explanation why they were omitted?

I'm not saying Landrieu isn't incompetent, but has there been a mayor of New Orleans or mayor of Baton Rouge in the past 20 years that you guys didn't find incompetent?

That evidences the autonomous nature of mayorships. They aren't employees of the state and they don't work for the Governor's Administration. They operate their only lil' kingdoms autonomously for the most part. They don't communicate with the Governor on a regular basis. That may seem dysfunctional to some degree but it is a product of desirable separation of power. You don't want things to where mayors are just puppets of whatever governor is in office. Better that the are largely independent of the state government hierarchy.
