I'll be honest. I just fact checked it and while his name was attached be wasn't in control of descions made and on to of that, the government of PR allowed the course to issue bonds when they were already in default.

What's pathetic is your understanding of logistics of an island where
-almost every ounce of supplies must come from outside
-how their own internal infrastructure is so well and totally fricked that getting supplies miles inland is a task unto itself
-that getting just the basic supplies for 3.4 million people, even under the best of circumstances, would take months
What we have here is that once you get to the island the supply chain needed to get mass quantities farther inland is shattered. It's not just supplies like food and water that are needed, but vehicles to transport them and fuel to run those vehicles. ALL of that has to be brought in in quantities that all ports together would have a hard time servicing and then those supplies face the bottleneck of impassable roads that MUST be made at least passable first.
The best they can do for now is airlifting by chopper and even then you can only focus on the major population centers as there's simply not enough airspace for the kind of supply lines you seem to think can just pop up overnight.
I understand you hate Trump but stop letting that blind you to obvious facts.
