There is an American culture and White people are treated differently. Compare incarceration rates for minor drug crimes and the offenders race. White people are far more likely to get probation and no jail time. And yes, the ghetto culture needs changing. But if you were born in the ghetto, your parents were born in the ghetto, your grandparents were born in the ghetto...chances are you aren't gonna have a good shot at getting out.

The problem is ending AA/quotas is a non-starter. A good chunk of one side doesn't want equality, they want revenge.
That's not to say there aren't people on the opposite side who want to maintain the status quo, but to lay the fault on a "lack of dialogue" on only one side is hypocritical (this isn't directed at you personally.)
I honestly don't think anything can be done. It's come down to a power struggle now. One that will get much uglier.

Those drug charges are typically secondary or tertiary charges that go along with more serious charges. You can look to the irresponsible and extremely casual use/possession of drugs by blacks to see why they get busted for it so often.
