Puerto Rico Power Company is $ 9 Billion in Debt and Bankrupt
The funds certainly did not go into maintenance and upgrading system. Whose Administration you are going to blame when the bankruptcy petition was filed on July 2, 2017.
Make Puerto Rico Great Again!

The Puerto Rican government?
Are you trying to make a point here?

It is quite obvious that any portion of the $9 Billion in debt was not placed back in the Power Grid.

Because they were devastated by a major hurricane and it takes a lot of time to come back from that?

Us Cajuns living on the coast only take 2 or 3 days after a really big one. But then Cajuns are a very advanced civilization.

You've yet to make a point. Care to give it a try?
Or are you just going to keep posting flag waving emoticons?
