This is an easy one. Text him and say he has 1 week, he picks the date/time for the transfer, that's all you gotta say.

If he doesn't reply or can't come up with a date/time within 1 week, call the authorities. If he had it short term, i'd say work with him a bit more. But 1.5 years, yea F that dude. Give him 1 week, be stern about it. Otherwise, do what you gotta do to get your bike back.
