There are a few different answers if you start throwing brackets in places that they don't appear initially.
If it is
9 minus 3 divided by 1 divided by 3 plus 1, the answer is 9.

I assume it is the latter, and he just can't transcribe it properly.

whenever you divide a number by a fraction you can also multiply that number by the reciprocal of the fraction. therefore 3/ 1/3 is the same as 3*3.

By adding the parenthesis you changed the problem... which changed the outcome...
As it is originally written, you subract the 3 from 9 before you divide by 1/3rd...

Nah, spaces don't mean anything in this problem.
9-3 = 9 - 3
3 / 1 = 3/1
1/3 = 1 / 3
It's all the same regardless of the spacing.
