You should have a shut off before the water line enters your house. Turn that off, then go see if the meter is spinning. If so, the leak is between meter and house. If it's not spinning, open the valve at the house, make sure everything is turned off, and if it's spinning then, you have a leak in your house. You would likely notice a leak in the house, unless as you mentioned a toilet is running.

Appreciate the input and the excellent rhyme/song of a plumber. Looks like the leak is between the house and meter so digging up the yard
