The Federal Emergency Management Agency should take back $2 billion dollars in grants approved to fix New Orleans sewers and water pipes damaged by Hurricane Katrina, and to repair streets afterward, a federal audit says. FEMA says no.
The Department of Homeland Security inspector general's office prepared the audit. It says the pipes were old and in bad condition before the storm, and the city didn't have paperwork to prove the damages are disaster related, news outlets reported.

FEMA should be dismantled.
If you build in an area prone to natural disasters and your shite gets destroyed by a natural disaster, and you didn't have insurance, too bad.

The audit seems to indicate that FEMA should not have paid to rebuild New Orleans's sewer and draining infrastructure because it was in horrible condition prior to the storm. That's not really news to anyone that lived there before Katrina.
If you have insurance on your 20 year old roof when a storm passes through, your insurance wouldn't cough up 100% of replacement costs.

So? This is an example of why we are $20T in debt and rising. How it is my problem if a Hurricane rips your house apart? Just as how would it be YOUR problem if a tornado ripped my house apart? Yet in either case, here's Uncle Sugar to give you some money if that happens.

Yes. Every major city is repairing and restructuring their sewer systems without the help of DC. EPA says you can't have that stormwater mixing with turd water.

Did the flooding actually cause $2 billion in damage to New Orleans sewer system? That's what the audit is contesting.

Define "prone".
I do agree with the premise that insurance should be purchased before disaster strikes, or it isn't insurance. We shouldn't incentivize free riders.

the total cost to replace is $8 billion, FEMA paid 25% of that ($2 billion)

The city was sued and had to sign a consent decree in 1998, because it violated the Clean Water Act. Seems it is against the rules that raw sewage can't be mixed with drinking water, which was occurring in New Orleans East.
The deadline to fix those pipes has been extended three times. Going on twenty years and the residents of the lower 9th ward and New Orleans East pipes still aren't fixed.
