I don't think these 2 are mutually exclusive, here's my thoughts.
1. A man should never hit anyone, man or woman, if they don't truly feel they're any danger at all. So if a chick hits you but you know darn well she poses zero threat and you knock her out, you're pretty trashy, and she is too obviously. But I'd say the exact same if you're some 250lb ripped up dude and some 115lb drunk guy hits you.
2. If a woman does choose to hit a man, she shouldn't complain when he does retaliate, that's the risk she takes.

A trained female MMA fighter can beat an untrained guy without a problem. It's been done several times, every now and then there's a story about how some guy tried to steal a woman's purse and it turns out she's a pro and beats his arse.

Women are not strong. Unless you are a little manlet or she has a gun or a knife, they can't hurt you.
