When a private company finds ways to cut costs while continuing to maintain same level of service, it is rewarded by larger profit margins

The government isn't supposed to make a profit. If it's making a profit then we are paying to much in taxes.

There would be no way to judge this so called surplus. It's not a business with profits. The money comes from taxes.

What are you calling a surplus?
