At some point the authorities really need to start enforcing laws against the bikers and not just the vehicle operators. I didn't watch the video and only saw a couple of still shots at impact and post impact, but looks like this rider was breaking federal law and ignoring safety recommendations. They should press charges against him. Had on dark clothing and looked to be at least 2/3 of the way to the center line entering a curve. Driver is a jerk for leaving the scene, But would love to see him get a lawyer and sue the biker.

Natchez Trace Parkway is a designated bicycle route, and bicycle traffic increases dramatically on the weekends and holidays,” reminded Acting Chief Ranger Calvin Farmer." “In Mississippi and Tennessee, bicyclists are allowed to use the full lane of traffic to ride in when necessary. Federal regulations require bicyclists to ride single file, and riders are encouraged to move to the right to allow for vehicles to pass. It is also highly recommended riders wear high-visibility clothing and flashing front and rear lights. Vehicle drivers must provide a safe distance when overtaking and passing a bicyclist," Farmer added.
