I love me some old country, but Cash is severely overrated, and Willie can't sing at all. I like a lot of songs credited to Willie, but all of them involve him with someone else.

This is really an impossible conversation to have. What criteria is even used to define "best"? First off I think Hank Sr is more like the father of country music but not the best. People that randomly bring him into the conversation probably never heard more than 5 of his songs.
I like Jones and Cash, but I think they "sound" like the greatest based off a few songs. Never thought either had a really deep body of work.
Can't be based solely off number of hits though, cause then Conway Twitty creeps into the Top 5. Which is absurd.
Factor in sound, quailty of hits, depth of work and it's a toss up between Haggard and Strait. I'd give the nod to Merle since Strait spent the better part of the 90's/00's singing popish made for radio love songs. I think great country has a little grit, which Strait doesn't have.

Strait is really good and he thought a lot of the Hag. Strait's gold record numbers are huge.

What sets Merle apart for me is huge library of songs and his instrumental abilities. He played lead guitar on a lot of his songs. The Strangers were band of the year several years.
The guitar solos on Working Man Blues and I'll Think I'll Just Stay Here and Drink were really good. LINK LINK
