I don't know whether offer lists are any more reliable in December than June, in part b/c I don't know how they are comp0lied and I don't know if they are verified.
Stars are at least allocated on someone's personal evaluation.
If offer list is compiled by asking the athlete or his coach, then that is pretty unreliable information. This may only reflect indications of interest, not offers, for example.

I've read most of the comments and the general consensus is that most don't find the offer lists credible. And while you may be correct that some of these kids don't have "commitable" offers from all the schools they claim, you are really not reading through the lines.
Having a commitable offer at this point is irrelevant. All the offer list shows you is the caliber of schools that are interested in the recruit.
Whether they have a true offer or not, 3star recruit X has interest from LSU, Florida, Georgia, Ohio State, and Michigan. While 3star Y had interest from Mississippi State, Tulane, Tulsa, and Texas southern.
From that list, you can see that player X is held in higher regard by the big programs than player Y.
The actual offer means very little this early in the process. The "offer list" just gives insight into what kind of schools are showing interest.

The op's main point is accurate but the other posters point about both the stars and offer lists are both just tools in the process is the most accurate answer to all of it.

Not trying to put too fine a point on this, but the schools may not have an interest at all in the athlete and still show up on an offer list.
Lots of posters here who have been around locker rooms know that 1) kids and coaches sometimes exaggerate and 2) graduate assistants, longtime college supporters and others sometimes make comments that are interpreted in a flattering way.
That's why it is important to ask, how are the offer lists compiled and are they verified with the colleges?

That's a fair point. I guess I find it hard to believe that a kid or his coach would claim an offer from a school that isn't even showing interest.
I completely agree that some (maybe a lot) claim offers from a school that is just showing interest but hasn't offered anything. I just don't think a kid would say that he has offers from half the SEC if he's not at least being courted in some fashion by the coaches at those schools. Which is why I think the offer list is really just an "interest list" at this point.

Offer list if those offers are actually commitable. Generally, the data the sites have on offers is crap though.
Offer list are the ultimate metric if the data is good. Offer list and stars would also be highly related.

Doesn't have to be intentional.
Kids, parents, coaches sometimes hear comments, rumors, hearsay and innocently believe what they want to believe.
And, on occasion I suspect there is deliberate misinformation.

I get what you are saying. LSU offers a lot of kids uncommittable (at that time) offers as well as Bama, OSU, FSU, USC, etc. Looking at offer lists in June is kinda pointless because how man of those offers are actually commitable at this point in time.
Fellow LSU fans can get their hopes up if they want, but expecting any more than 5 of these kids to get 4 star rankings is just wishful thinking. Think about it this way, they can't keep adding 4 star players without dropping other 4 star players, nor is it likely that LSU just so happens to have 5 or 6 of the guys they do actually bump to 4 stars.
We'll most likely be outside of the top 10 when this class is finished unless we cut several guys loose and reel in more big dogs.

Well, if they have 13 three stars now, five get bumps. that leave only 8 three stars. Probably a top 10 class.

That kinda proves my point that while the offer list doesn't truly show commitable offers, it dies show who's getting interest.
If a kid is getting enough interest to think they offered then you can still use the offer list as a tool to see what kind of schools are showing interest in a certain recruit.
