Well, that's what I'm talking about when I said it's become fluid. Did he mean lobbyist influence? Did he mean the so-called uni-party? Did he mean the overall bureaucracy? HE never defined it, so it has given him and his supporters the wiggle room to say he meant X when he doesn't deliver on Y.
And this isn't the only issue where this is happening. He never really fully articulated any of his positions.

If the Trump "election" hasn't offered you a clear example of this, then I don't know what else to tell you.
