Comments from the deceased kid's friends and friends' parents make it seem like they understand how these things work, and are making a point to distance him from prior cases.

There does seem to be quite a bit of "contradictions" from the departments when these situations occur. Exactly why those cameras should be rolling constantly.

Even children have character. So, they get a pass for most things. But it's a fair standard.

Of course, a cop shooting into a fleeing car has nothing to do with character. Or race. He didn't know who was in the car. Black or white, rich or poor, young or old. He committed manslaughter, or at the very least, reckless endangerment. In Mississippi we actually have a crime called "depraved heart murder". Which more or less means you acted in complete disregard for another person's safety, leading to their death. That fits, as do other crimes. This cop is going to jail.
