His intent was not to kill people.
His intent was to send a message that the US is prepared to strike those who do stupid things.
He was not trying to start a war. He was trying to set a clear message.

No shite. I know this. The point is that's not what he has been saying for the past 5-6 years when he was bitching about obama. I'm pointing out that once he was in office he flipped and did exactly what he was bitching about before taking office.

The difference between stating you are moving 200 SF troops into a specific area in Iraq in the next few weeks to perform a specific task isn't in the same neighborhood as warning off the Russians to get there Ivan's off an airfield.

You arguably have to warn Russia (I think we probably could have gotten away with a few deaths without any real reprecussions, see Turkey).
Campaign Trump was someone who lacked any real grounding in objective reality, when you're President reality has a way of imposing itself.

From what I've read he warned the Russians who in turn told the Syrians who evacuated most of their personnel and moved a lot of equipment. This , of course, resulted in a much less successful raid.
