Not with the use of neutron weapons. Don't think we don't still have them they are just too useful. Take out the people at the target without massive blast damage and the whole country irradiated. Fat Boy and friends microwaved in their bunker and the bunker undamaged.

If NK had no nukes the original scenario that was asked about wouldn't exist. Clinton allowed them to get nukes.
