Is this law new?

No idea the specifics here, but many legal things aren't allowed at certain public places.

For instance speaking loudly or being boisterous isn't illegal. But in a public library if asked to stop and you don't they may call the cops. There are "be quiet" signs specific to that setting. I doubt you could just whip out some cards and have a good ole time yelling and laughing with your buddies

Maybe these guys were all dancing specifically to disrupt the sight seeing there, and there is some catch all rule specific to that place for people attempting to cause a scene

My understanding is there are laws regarding certain behavior on government property such as memorials. Dancing is not allowed. It has been challenged in court and the courts have upheld the laws.

Even the HuffPo wrote about this and said the Police were in the right: LINK

If you want to show off your sick dance moves, there are plenty of places to do that such as nightclubs.
