Almost certainly the result of misuse rather than lack of funds.
For as much as we spend on the defense budget, it is indefensible for us to not operate at full readiness at any time.

Forgive me if I do not trust any government official about needing more money. We have, far and away, the largest budget in the world. If we can not use this exorbitant amount to even be relatively ready to operate against peer adversaries like Russia and China who spend much less, then I think it is an organizational and inefficiency problem, not a fiduciary one.

Pentagon paid $150 per gallon for 'green' jet fuel to promote alternative energy. The Pentagon spent up to $150 per gallon on alternative jet fuels made from algae, far more than the approximately $3 per gallon that traditional jet fuels cost, according to a new study by the Government Accountability Office.
This money should not be reported as defense spending. It should be reported as stupid government regulations spending.

That's what happens when you have a President in office for eight years who couldn't give a shite about the military. Funds are really tight right now. I'm currently stationed in Hawaii and I have friends who were supposed to PCS to their next command back in December who are still here waiting for orders. The Navy does not have the money to even cut orders for some of these guys.

And this isn't a sudden thing - under the prior administration, the brass was willing to play along with the charade. None of them have the balls to lie to Mattis.
When you focus on being PC, "rape culture", Sexual Harassment, EO, Transgender integration, social engineering and nation building - to the exclusion of all other concerns, your warfighting abilities are going to suffer. (Even the USMC.)

That's the same question I asked when I got back to the command last month after a two month trip at sea. I was very surprised to see people who I thought I was saying good-bye to for the final time still there when I got back.

Goes back to at least Clinton. Clinton changed the military from a warfighting organization to a nationbuilding one - the contractors and brass loved it, because that's actually more costly and timeconsuming than winning a war - like the Marshall Plan for everyone.
It really accelerated under Obama, though, particularly women in combat and transgender nonsense. Things that no only not contribute to the warfighting function, but detract from it. That and the green issues are mind numbing.

There isn't one large pool of money that the entire Navy can draw from. It could have been spent on other priorities for those units. It could have been completely wasted. It could be that they just got shite on when the budget was finalized.
