Past Administrations have had Presidential Science Advisors,IIRC, there are Science Advisors on the NSC Staff...EPA is out of control regulatory wise, sounds like the WH wants an inside review.

The EPA to me is much more of a political entity than scientific one.

Say a gas line breaks up river from your drinking water source. instead of the EPA releasing info on how much got into your water source, how long it will take to remediate, etc. The "reviewers" say that it isn't a big deal. No need to cause panic. So they don't release it, and you never know anything about the whole situation.

I have liked Trump's moves so far, but without the whole story this seems bad.

It's hard to envision a scenario whereby people "inside the EPA" are the only individuals privy to such information.
