OK, I see what you're saying.
The information in the OP also states he was made aware of the transaction in early April l, reported it 2 weeks later.
So clearly the staffer spun the "work started" part as work on overall reform related to the HIP act, which was proposed much later and was the key piece to the story. It was still proposed before he was allegedly made aware of the rebalance.
CNN probably should have gotten both sides of the story.

I wouldn't call this "fake news" (most of what is called that isn't). I would definitely call it shitty reporting by an organization that doesn't hide its agenda to demonize Trump and the right in general.

Dude -- welcome back from your interplanetary space travel. While you were away, CNN has consistently avoided "both sides of the story" in an effort to promote an agenda to cause turmoil with PEOTUS and more importantly, create news in an effort to drive up revenue.
They create a narrative and avoid the full set of facts. By definition, CNN is FAKE NEWS.

The term fake news has jumped the shark when it has replaced "shitty journalism." There is clearly something to the investment, so it's not completely manufactured.
Perhaps we should define fake news. It's become as bad as "racist." Just a one liner insult with no real meaning.

I disagree. Shitty journalism is being too lazy or too incompetent to produce an accurate description of events.
Purposefully omitting information and /or contextualing information in direct conflict with reality to create a false narrative that attacks a policital opponent is the essence of fake news.
