George, Azteca is now down to about 77,000 seats, and still under renovation for the 50th anniversary. I just looked it up. It opened in 1970 with more than 120,000. Maracana in Rio is at about the same after 2010-2013 renovations.

I was wondering why this wasn't on the list, but after looking it up, the renovations for the previous world cup brought it down to 77k. (Back in 1954 they crammed 184,000 people in it for a match b/t Brazil & Paraguay, yikes!)
