quick question when the ball is handed off like that , its behind the line of scrimmage . do those players know they can throw that ball out of bounds to avoid the loss?

True, but you would likely have an O Lineman down field and it would be illegal

There were linemen downfield

As long as you don't have linemen downfield and the ball is past the line of scrimmage.
