Prolly Heidi Heitkamp.
ETA: Heidi is the Democrat senator from North Dakota. IMO this would be a tactical move by Trump. Appoint a Democrat senator to a position where political influence is minimal and achieve the following:
1. Be seen as being as reaching across the aisle.
2. Remove a Democrat from the Senate and allow the Republican ND governor to appoint a new Republican senator and increase your advantage in the Senate from 52 to 53.

Wish it was Rep. Tim Huelskamp from Kansas, but it looks like he's out of the picture. Honestly Rick Perry would have been a much better fit here than Energy.
