It means O is going to let his OC pick his own staff. Seems to be taking a hands off approach to the offense.

In other words, CEO told assistants that Lane Kiffin would determine if they'd stick around next year.
That heavily implies CEO strongly believed Lane Kiffin would be the OC at LSU in 2017. I.e. -- it's such a guarantee that he'll be the OC that assistants needed to wait until he was hired to learn their ultimate fate.
If true, CEO is a genuine fool.
