Their constant false sense of security and bad decisions based on that had been their constant undoing.
There is no safety and even whatever relative safety may come from Negan, you can never be sure what he or especially his men, would do to some lady out by herself, they are pretty rapey. And as you even mention, there's always strays. So why risk it?
