This is a spinoff of this thread LINK
Sorry for edits, on mobile
Somethings I can think of off the top of my head:
1. Make progress towards our brain drain via reduced licensing restrictions on the professors ( one of the most oppressive economically in the country)
2. Use our large prison force for trash clean up/ state construction labor etc.
Hopefully this can be a serious topic

if there really was a way to fix things it would be happening in at least 1 of the 50 states. the fact is one of you will always have a large poor class and its always been that way under every system of government that has ever existed

-Eliminate state income tax
-Drop corporate taxes to nearly nothing
-Cut the unnecessary universities, and use the extra funding to beef up the bigger schools
-Invest a shite ton in charter schools, employ school choice, spend more on Magnets and less on prison minor league systems
Essentially, incentivize poors to move out or obtain gainful employment, all the while incentivizing businesses to come here.
^
None of this will ever happen

Offer $8000 for vasectomies
Not joking
Think of the amount of young irresponsible males that never wanted children and that are leaving kids to live a life with a single mother
Now imagine if someone told them they never have to have kids AND get $8000 tax free
They would jump all over that
It would be expensive at first but think of the money the community would save by these folks not putting children in the community that end up costing the community much more than $8000 a piece

Build a wall. On the east, and maybe the north.
Probably west too.
South is cool.

Revamp the Constitution with an aim of local control, many models to follow
Abolish State income tax and keep parish/school/property taxes local
5% across the board reduction of State employees, no one exempt, to include LSP, Universities, and the likes

Get rid of BS state jobs that serve no purpose
Use the money saved for lower education & to build bigger jails to keep criminals off the streets

steps does Louisiana need to take for success
Immediately begin building toll roads to help people move around cities, we don't need a god damn environmental study for every road
Abolish state income tax, raise property taxes
Raise the speed limits on various 4 lane hi-ways
High speed rail from MSY to downtown Baton Rouge, no need to fly into and out of BTR now, go thru security in Baton Rouge, step off rail line into MSY terminal.
Cancel TOPS and let universities set their own tuition, if you can't cut it, close the university down.
Caps on various business, personal, and medical lawsuits, tort reform?
Offer major tax incentives to lure energy companies back to New Orleans and Covington, Two more causeway spans (limited access style hi-ways from i-10 to i-12)
No more film subsidies
Begin to cut Louisiana government employees by 30%
Put all new hires to LA government on 401K.
Set up school system similar to Texas, various independent school districts, let them be the king of their castle using the property taxes from their ISD's.

What state or area is successful?
Compare & contrast them to Louisiana.
I'll hang up and listen.
