No.
LSU spent a ton of money. They had a good (not great) coach in Miles. They spent big to get rid of him, mid-season.
Hiring O and 2 excellent coordinators will cost LSU money. The program will continue to spend to win, and at some point during the next decade, I'm sure LSU will spend money to replace O with someone who can step in and win from day one.

I'm pretty sure that Emmert had nothing to do with hiring Miles..I could be wrong though

So if I'm reading you right..LSU is not afraid to spend the money..there's just currently no one out there that's worth the risk?
