LSU is considered a "top 5" job and they had to settle for Ed Orgeron. Who the hell could Notre Dame get that would be a clear upgrade over Brian Kelly?

Beauty is in the eye of the beholder. I bet there are a lot of coaches who consider ND a better job, particularly coaches who grew up with ND so good in the 60-90s. Is it better for the ego, more challenging, and more prestigious to restore LSU or Notre Dame? Seems obvious to me.
