Trump does not want to spend political capital on a investigation, at least not by his hand.
Even if he gets her, there is still nothing in it for him. It will simply undermine his ability to get things done and create a distraction.
Not to mention the political hit he would take if she wiggles her way out of it.

Her and bill make 400k a year salary from your taxes every year until he dies.
Also I doubt their foundation just shrivel and goes away
