I believe Strong's contract is written as such - there is also a de-escalator on his buyout if he takes another job.
Oh and Herman (and any other decent coach) ain't going to Baylor. That seems simple common sense given how bad that place is now.

it does, but that clause can be negotiated. They can come to him and say "if you leave right now, we'll honor the payout as if you were fired, plus negotiate the clawback on the payout for you accepting a new job somewhere else form 50% to 25%.".
