So, East Portland (Buckman)...not Downtown is the place to be?

Downtown may be a bit more convenient but more expensive too.

Pearl district has a lot of nice places and nice breweries. However, it is expensive, as Zap just mentioned. The east side is more hipster and industrial chic. More old converted warehouses and commercial buildings that are now restaurants, bars, and breweries.
On the west side, you can just walk around and find stuff. There are a number of areas on the east side that you can go to. As Zap said, if you go just across the river to the east side, you can walk/Uber across the bridge to the west side very easily.
I recommend staying on the east side, close to the river and close to Burnside St.
