How does Trump drain the swamp?

Now that the Dems want to reach across the isle and all of the Republicans are starting to cozy up to him, how does he actually go about this?

I think he would be wise to bypass traditional political appointments and bring in true outsiders to run the departments where appropriate. Also, he needs to stay away from the lifelong consultants and staff that served with the Bushes.
