It seems to me posting the video would generate a lot a more publicity towards finding them. Unless the authorities have some lead that they think publicity could be detrimental to, but it doesn't sound like that's the case. At minimum Id send the video to media and FORCE the authorities to hunt leads by making a story out of it.
I can also understand not wanting to post a video of a loved one going through something like that for personal reasons, but are these people getting caught otherwise? Doesn't sound likely.

in the video I have currently the victim isn't in it, he's somewhere else in the big brawl but the camera didn't capture it. one of the other guys we know is in the one I have but not anybody that was stomping the victim's head into the ground. those are the people we need to find so uploading the video wouldn't do any good to our situation.

Get your buddy to press charges and they can investigate WAY better than anyone else can.
