That's fricking amazing. Blacks are performing more poorly, IN ENGLISH, than the people who use English as a 2nd language.

Most people really can't grasp how poor blacks perform. They don't perform like dumb white kids. If one put the 51% of whites who don't meet the standard in majority black schools, the vast majority of the students in the class top 10% would be white.
