why was there a need to make up this story still. they got into fight, paid them off with cash for damages, why the need for a robbery story then?

The guys who will likely still want to swim for the US in Tokyo probably didn't want to get in trouble. I'd imagine something like that could result in suspension by their national swimming federation.
ETA: Rio government officials still fricked up in how they handled it. Pulling swimmers of planes and revoking passports for this is ridiculous. It easily could've been handled between the Embassy there and lawyers.

I'd say fabricating a story like this w/ international news and slandering rio's reputation for a false incident shouldn't go over very well.

Then they could issue a public apology. Let their governing body over their sport handle the penalties if there's no criminal charges. Lets not act like Rio has a stellar reputation right now for telling the truth either.
Unless you're a suspect of terrorism, espionage, etc. there's really only a handful of good reasons to detain a foreigner in a country like Brazil. Especially given how corrupt their government is at this point.
No charges have been filed against Lochte and Co. Is it embarrassing as hell? Absolutely. But there were other ways it could've been handled that ironically would've resulted in less publicity.
