The panhandler was actually an undercover cop posing as a panhandler. The ticket is for $175 and the cop kept the $3.

quote:

“As I came up to the stop sign, I stopped and looked and I saw this homeless guy holding a sign,” Rusk said. “I instantly felt sorry for him.”

quote:

“I reached out – I had to undo my seat belt, hang over and drop the change on the curb,” Rusk told CTV Regina.

Moments after dropping the change, Rusk was pulled over by police and issued a ticket.
..
The person Rusk handed change to was an undercover cop, and Rusk received the fine for not wearing a seat belt.

Rusk said he was “pretty shocked” by the incident. “The ticket’s $175 and the three dollars I gave to him – I’m out $178... "

To be fair only a trashy person has $3 worth of change on them. Unless Canadian money is more coin oriented.

I would have that cops face on a billboard with the word THIEF in real big letters.

Some sting. They collect $175 for "crime" that wouldn't have existed had they not been there.

I can't understand why people jnsist on giving money to bums in the first place. Maybe ticketing them is the only way they'll stop feeding the strays.

He might have been at a stop sign but that's highway robbery.

Canada uses 2 and 1 dollar coins. $3 would be 2 coins.

... And the kicker

quote:

The police officer’s sign was not soliciting money. In Regina, panhandling is not considered a crime, however, the city does have a bylaw that prohibits soliciting to vehicle occupants in high-traffic areas.

It isn't for anybody with reading comprehension. The cop's sign said "Not broke, not hungry, have a great day".

When professional panhandlers move in and continuously screw up the traffic at a major intersection then I'm all for the cops doing exactly this.
